    Description

      Daemon.runStartupForService(openmrsService); in runOpenmrsServiceOnStartup throws NPE.

      We changed the refresingContext lock not to use Boolean in TRUNK-3363, but it now needs to be static, because SericeContext is itself a bean, which gets recreated while refreshing and the lock is lost.
