On successful save of Concept one should go to View Concept Screen

After Editing a Concept, and clicking on "Save Concept" one should go to View Concept mode for the concept – if the Save was successful. Right now it stays in Edit Mode on click of "Save Concept". It should stay in Edit Mode only if the Save of concept failed (or had an error).

To reproduce:
1. Go to demo.openmrs.org
2. Login and go to Administration Screen
3. Go to View Concept Dictionary
4. In Find Concept enter "HIV"
5. Select any concept from search results.
6. Click on "Edit" link.
7. Change any field of the Concept, and hit "Save Concept"
8. It stays on Same Edit Mode screen. Instead it should go to View Mode for the concept.
