The liquibase change-set 20090402-1518 (Adding not-null constraint to uuid columns) not run when creating a new 1.9.3 database from scratch

This appears to be because that changeset has the following pre-condition:

Since this is an old table, it may not be created at all when starting with a 1.9.x schema.
