PersonByNameComparator should be case-insensitive

I'd like to suggest that the PersonByNameComparator should be case insensitive. That is, the following list of names would currently be sorted as followed (last name takes precedence):

Roger Biondich
Burke Jazayeri
Paul Mamlin
darius friedman

But I believe it should sort like this:

Roger Biondich
darius friedman
Burke Jazayeri
Paul Mamlin

Thoughts? Objections?
