Note: You can set your default locale message is messed up

When you change the locale using the footer links, the info message looks like "Note: You can set your default locale in <a href="/openmrs/options.form">My Profile</a> → Default Locale", instead of some thing like what it appears on http://demo.openmrs.org/openmrs

As part of this ticket, look for other pages that have similar problems. eg. http://localhost:8080/openmrs/cohortBuilder.list
