Retired location attributes should not be shown when viewing location hierarchy; they should be marked as retired in the tree view

      This page still shows retired attributes...
      http://localhost:8080/openmrs/admin/locations/hierarchy.list

      Note this happens in the tree view, in other places in the interface too. They should be marked as retired (a strike through would be more standard in the user interface), but still shown in the tree view.

      This happens with nightly build; Version: 1.11.0 SNAPSHOT Build dfa396
