Upgrade helper for 1.10 needs better explanations of what it does

If I visit the 1.10 upgrade helper's page on a server that has no drug orders, it is not obvious to me what is going on, and what I'm supposed to do. (I assume the correct answer is "nothing".)

This page needs to explain what its purpose is, and tell the user what they're supposed to do.

Suggestions:

• change the title from "Map Text To Concept Form" to "Concepts for drug order frequencies and units".
• Add text like "In earlier OpenMRS versions, X and Y were stored as free-text, but starting with OpenMRS 1.10 these are stored using coded concepts. If your database includes drug orders, we need you to indicate which concept should represent each unique free-text value shown below. OpenMRS recommends that you get the reference lists of unit and frequency concepts from the CIEL dictionary (link) but in advanced use cases you can create your own concepts for this purpose."
