API should roll autoExpireDate to end of day if no time component is specified

As per the design call at https://notes.openmrs.org/Design-Forum-2014-08-13
If the autoExpireDate has no time component then API needs to set the to end of day(23:59:59) this should be done as one of the final steps in saveOrderInternal.
