Cancel button doesn't allow to exit Creating New Concept Page

On Creating New Concept Page (http://devtest02.openmrs.org/openmrs/dictionary/concept.form), when user decides to cancel out and not to create concept by clicking the Cancel button, it doesn't allow user to exit that page. Instead, it prompts user "Please fix all errors and try again. At least one non-empty name is required."
