BeanCreationException during spring application context refresh should stop loading of the application

      Description

      When refreshing the spring application context and we get a BeanCreationException, the application attempts to stop modules and try again to refresh. During this process of stopping modules, calls are made that require a valid spring application context, which does not exist yet, and hence getting lots of other errors that hide the original cause in a sea of so many exceptions. As a result, the error message displayed on the user interface is far different from the actual cause. So the fix to this is to halt loading of openmrs and report the actual cause.
