UpdateFilter should not depend on InitializationFilter being initialized before it

      Description

      UpdateFilter behaves as expected if the InitializationFilter was initialized before it hence resulting into the InitializationFilter.initializationRequired() test returning the expected value. However, as per this post https://talk.openmrs.org/t/openmrs-dependency-on-filter-init-order-and-its-effects-on-java-8/2754 some times UpdateFilter.init() may be called before InitializationFilter.init() resulting into the "Java.lang.IllegalStateException: No WebApplicationContext found: no ContextLoaderListener registered" error whenever there are liquibase changesets that need to be run to update an existing database.
