Duplicate Identifier Numbers - Patient already has this identifier

When entering multiple identifiers that are the same, but of different types, it will not allow duplicates when using Edit this Patient. If the identifier number is the same, but of a different identifier type or location it should not give this error.

Also, on the Edit this Patient (Short Form), it shows the identifiers in duplicate, which is an error.

We should also verify that this is not an error when adding a new patient with multiple identifiers.

I think there is probably a bug in the identifier error checking on that short form. It should just trust the API and its checking, but I'm guessing its doing additional checking (that is somewhat flawed).
