Accepting more characters for observation value of type Text

Obs Validator restricts the obs value of text to contain at max 1000 characters. Because of this limitation, could not save observation value with more than 1000 characters. Mysql Text datatype accepts 65535 characters and thus the obs validator max limit can be set to 65535
