Fix module filter load order

See the Talk post link for details. This ticket is to implement the two recommendations from that thread:

1. Calls to org.openmrs.module.web.WebModuleUtil#loadFilters() will be updated to ensure it is called in the order modules are loaded
2. Filters for new modules are added to the front of a filter chain so that a module X that depends on module Y will always have it's filters run before and after module Y's filters.
