Add retired_by when a form is retired

      Description

      When I retire a form using admin/forms/formEdit, I check the retired box (good), a textbox appears for entering the reason (good), click submit (good). Here's the buggy part – the form is retired, but doesn't set retired_by field. A pink (love it) error message appears at the top saying:

      Please fix all errors and try again.
      Who retired this and why?
