font-family declarations have no fallbacks

    Description

      All font-family declarations should have fallbacks. See CSS documentation.

      Right now there are no fallback fonts for most of the declarations in UI Commons, which means that any font loading causes (visually) catastrophic failure.

      The final fallback for all font-family declarations in OpenMRS should be "sans-serif".
