-DuiFramework.development.moduleid vm argument should support multiple folders

With conditional loading of resources, a module can have files in folders other than the default omod, and the folder to choose depending on the running version of OpenMRS. The development mode vm argument should have a way of being configured to take care of this.
An example is the allergyui module which has the web-1.9 and web-2.0 to support versions of the platform below and above 2.0
But also has the omod folder for those files that do not depend on the openmrs platform version.
