Wrong concept answers localization in Create Patient XForm designer

    Description

      Tested with OpenMRS standalone 1.8.4 downloaded from
      http://sourceforge.net/projects/openmrs/files/releases/OpenMRS_1.8.4/openmrs-standalone-1.8.4.zip/download

      Tested on both Chrome and Firefox latest versions with Windows 7 and Ubuntu 10.10

      XForms module 4.0.9.5

      In order to replicate the issue:

      Install the starter implementation with MVP/Ciel dictionary
      Login as admin/test
      Open the Global Properties
      Set xforms.usePatientXform to true
      Save the new global properties
      Customize CIVIL STATUS (1054) concept with STATO CIVILE (Italian)
      Customize SEPARATED (1056) concept with SEPARATO
      Now both concept have a fully specified name in English and Italian
      Set the OpenMRS locale to italian
      Go to administration -> patient XForm design
      Open the Civil Status text widget on the left of the civil status list box and rename it to "STATO CIVILE".
      Go back to concept dictionary and localize another answer to CIVIL STATUS for example MARRIED (5555)in SPOSATO.
      Go back to the patient xform designer and expand the CIVIL_STATUS form field with
      The SPOSATO localization will not appear in CIVIL_STATUS tree. Instead the non localized version (MARRIED) will show up
