Skip logic should also apply to answers within a question

For a given coded question with "none" as one of many possible answers, we would like to be able to disable the other answers if "none" is selected. Conversely, we would like "none" to be disabled if any of the other coded answers have been selected. It would be great to have a non-javascript solution for this feature. This applies to multi-select coded questions.
