Translations do not render and reset on edit

Following the guide outlined here for translating forms:

I am unable to get the translations to display when editing the form when the OpenMRS locale is changed. I've made sure that the xforms settings include the locale, and that I've edited the labels and values to match the locale. However, regardless of how this is all configured, the form always renders mostly in english. Occasionally, some of the translated values will render, but this is rare at best.

Additionally, if the form is reopened in the Xforms designer, any previously defined translations are completely gone.
